The Bill is largely welcome and has been significantly improved during its passage to date. We hope that during its remaining stages further improvements will be made and especially with respect to the coastal access provisions so that a ”fair balance“ is struck between the public interest in greater access and the rights of all those with an interest in affected land.Read our submission here.

The Countryside Alliance welcomes the considerable improvements to the Bill made during Committee and Report stages. The Countryside Alliance recognises the potential benefits to the public and to landowners of greater access to coastal areas. We welcome the fact that in implementing coastal access those responsible, Natural England and the Secretary of State, “must aim to strike a fair balance between the interests of the public in having access over land and the interests of any person with a relevant interest in the land”.

During Committee Stage a large number of amendments were tabled, a number of which sought to address concerns that the Bill as drafted did not “strike a fair balance” and while some assurances were received from the Government Minister a number of issues remain to be addressed before this part of the Bill could be considered equitable. Keeping pigs may be subject to a disease control levy The Government is currently consulting on the establishment of an independent body to have responsibility for animal health with particular responsibility for the prevention and control of exotic and endemic diseases.

The proposals would also require the livestock keepers to declare annually the number of animals kept. On the basis of the type and number of animals kept an annual levy would be charged in order to fund this new body and disease prevention and control. It is proposed that there is a threshold in terms of numbers of a animals kept below which a levy would not be payable. However,  the requirement to register and make an annual return would apply to all keepers of livestock including cattle, sheep, pigs and poultry, including gamebirds. There is serious consideration being given to a compulsory insurance scheme to meet the costs of an outbreak of disease. This cost would fall on the owners of animals. The consultation also proposes that horses, which will be part of the remit of the new independent animal health body, may be covered by the new levy. Current suggestions are that this would be £10.50 per horse.
